Kill a tree stump? First part of your question: Charcoal briquettes are one way to remove a stump but they have to be burning. Second part of your question: You have to place a pile of briquettes on top of the stump, light them and when they burn down, repeat the process again and again and again until the stump is burned down to below ground level. Please don't yell at me. I know you didn't ask this part, but It will take many many briquettes and lots of patience. Especially if the stump is still green. There are better and probably less expensive ways to do it.

Get the match lite kind that are ready to burn..start with one briquette in the middle of the stump(flat top stumps work best) lite the charcoal and as it burns it will burn out a small divot..do it again and you can add more than one as the hole deepens and soon you'll have no stump to deal with.

I have not heard of charcoal killing tree stumps. But if they have lighter fluid in them, drilling holes in the stump, and crushing the charcoal and filling those holes, then lighting them might help.
But there are definitely better ways. Use "Stump Out". Same method, drilling holes, filling with the product. It speeds decomposition.

if it does kill plants it would be due to the chemical that makes it possible to light them. if you want advice from a tree surgeon (me) take your chainsaw/ axe/ saw or chisel and cut the stump across the top to form a grid and poor straight glyphosate onto it doesn't need to be a lot this is the only real way of making shore the stump doesn't re-shoot do it as you make each cut if using anything other than a chainsaw as needs to be applied within 20 secs of wounding
