snow blower not cutting into the packed down snow?

my type 2 snow blower is not getting all the snow gone. as i go over my driveway it clears the top loose snow but doesn't cut into the bottom inch of snow that is packed down. it's the first snow of the season, less then 24 hrs since it started, but over a foot of snow, so the bottom inch is not ice, just hard snow. any ideas, is this normal?

First of all its not a type 2 snow blower there is no such thing, its most likely a two stage snow blower, below the augers in the front housing, their should be a bar, adjust the screws or bolts so that that scraper bar is closer to the driveway, but don't lower is so much that it scrapes, its should have at least a centimeter between a centimeter between the driveway and the scraper bar otherwise that bar will wear out prematurely.

Even a heavy snow blower will ride on top of packed snow. You may want to try to loosen it up with a shovel after making one pass. Using ice melt crystals and hoping for the sun should melt off anything that is left.

look to see if the bottom of the snow blower is bent up...if so, bend it back down....if it's good, try pulling up on the handles as you blow the snow, pushing the front end into the ground...
