I've done nothing to my lawn yet (northeast USA) but it has plenty of bare spots because we cut it too short in years past and didn't water after fertilizer was applied.

Should I reseed first or apply fertilizer?

Also is aeration a good idea?

Aerate before you put down the grass seed. Wait a month to a month and a half for the grass seed to get established before fertilizing.

you should rent a thatcher and thatch the lawn first to aerate it, then seed it. Read the directions on the seed bag to see when you should then apply the fertilizer.

once you are going to seed you had greater effectual do it quickly. Like immediately or day after today. you're pushing your success with wintry climate coming near. yet you're literally going to % to fertilize 4-6 weeks once you seed. No faster. additionally, confirm you get a Starter Fertilizer.

I would wait with the fertilizer. I have had bad germination with vegetable seed due to fertilizer.

Yeah, if you put down fertilizer first the seeds won't be covered and they'll fly away if it rains. Seeds first.
