I recommend you contact your local county extension because they are familiar with your regional flowers and such. Another good place to ask is a local nursery because they often have a horticulturalist or specialist on staff who could answer such a question.

I live in California and I own and operate a landscape and landscape maintenance business. I always prune Roses way back during the winter months. The rest of the year I do minor clipping of dead flowers and such.

It really depends on where you live. In warmer climates, like California, roses should be heavily pruned in January until early February. In other, cooler climates, it is done in the fall and/or spring.
