large pine tree is a property problem?

I live in Calif. My next door neighbor has a large old Pine tree which drips sap and tons of pine-needles into & on my backyard property. ~50% of the tree is over into my property line.
Can I demand the neighbor remove the tree as a fire & property hazard? Do I have other options?
(we are friends)

In my area if the dispute cannot be resolved, as a last resort you may, at your expense, trim any part of the tree that over-hangs your property. There is no remedy for leaves, needles, or sap, they are considered acts of nature. Unless you want to do something devious, such as poison spikes or Roundup herbicide, you are pretty much out of luck, especially if you want to remain friends with your neighbor. If the pine is really presenting a fire or safety hazard, the Fire Marshall may require it's removal if made aware of the problem. You might ask your friendly neighbor about it, he may want to get rid of the tree himself, and is just waiting for a good reason.

no. if he is in ANY way forced or demanded or tricked or even just talked to about removing the tree and then notifys a lawyer- even if you are friends you will likely be arrested if you are in the u.s. but you can talk to him and find a way to either trim it or instead ( this is safer since trimming can result in unstabality, which can result in- you guessed it! it falls down and kills you!) have him pick up the pine needles. trimming the tree could also result ( if its deemed unstable by anyone, even him) in having high property tax and probably no insurance at all. and trimming and or removing can each disript pipelines, erode soil, and if there are not many trees in the area, cause oxygen defiency in the area. all of theese things could get you arrested and or out on the streets. i recommend just trimming a FEW of the branches youre worried about.and having the needles be picked up.
