Why do all tree stores via mail order do not allow dogwood trees to be mailed to residences in Florida?

I love the look of those trees but no nurseries carry them in S. Florida tried to order some on line or via mail order they do not allow shipments to FLA.

Probably because of the Dogwood blight:
In recent years, flowering dogwood has been severely impacted by dogwood blight, a fungus disease that can decimate natural populations. The disease was first discovered in the 1970's, and by the 90's it had spread throughout most of the dogwood's range. Infected trees show small spots with purple margins on the leaves. The disease eventually kills the leaves, and in 2-3 years the tree dies.
Here's a sad statement from teh State of Texas' site (http://www.tpwd.state.tx.us/huntwild/wild/species/dgwd/):
Some scientists feel that the blight is so widespread that they hold little hope of saving flowering dogwood in the wild.
